In legislation, the Standard BS EN ISO 11118: 2015, Gas cylinders. Non-refillable metallic gas cylinders. Specification and test methods, is referenced in the Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) for the design, construction and initial inspection and test of non-refillable cylinders.
Amendment 1 to BS EN ISO 11118: 2015 comes into force for non-UN cylinders, from 1 January 2025.
The amendment enforces the requirement that you cannot reuse a non-refillable cylinder. Annex A, (Design and construction tests, A.2.2.2.1) includes this text:
“A threaded valve shall not be able to be removed without destruction of the original cylinder thread. This shall be demonstrated by removing the threaded valve from the cylinder and then attempt reinstalling a new threaded valve. A new threaded valve shall not be able to be installed”
BCGA publish further guidance in BCGA TIS 28, Non-refillable cylinders, where it is clear that you are required to follow ISO 11118.
